  •    having reached the age of 15 years;
  •    having the right to stay (permanent);

  •    having passed exams on a good knowledge of the law of the country (the Constitution) for Estonian language proficiency, as well as the law on citizenship.

Examinations on the Constitution, language and on knowledge of the law on citizenship are held by the State Examination and Qualification Centre.

If the matter of granting a citizenship was resolved by the Estonian Government, Police and Border Guard department notifies the applicant by the letter in this regard. Then the citizen can begin an application procedure regarding the acquisition of Estonian passport.
