COMOROS ECONOMIC CITIZENSHIP PROGRAM
The Comoros Economic Citizenship Program is a legal naturalization program established in 2001 in accordance with the Constitution. The Program is regulated by the Law On Economic Citizenship as of 27 November 2008. The relevant legislation has been recently amended to reflect a clearer focus on citizenship by investment.
The local public authority responsible for processing all citizenship applications is the National Independent Committee. According to the law, citizenship is granted solely by decree of the President of the Republic. The official confirmation that you were granted citizenship is the Certificate of Naturalization and Passport.
It takes approximately 60-90 days from the moment you submit a complete application until you get your Comorian citizenship and passport. However processing times may vary depending on each individual case and the government policy.

WHO CAN APPLY?
The main applicant must:
- be at least eighteen years old
- be a foreign person residing outside of the Comoros
- be of good character
- have no criminal record
- not be a member of a terrorist organization
- have made an investment in the prescribed amount
- have appointed an Official Local Agent (consultants 5 Stars Europe).
- have personally taken part in the enrollment procedure.
The main applicant may include in his application his spouse and children that are less than eighteen years old.
STEP-BY-STEP PROCESS
The Comoros citizenship by investment application process is very straight forward.There are essentially seven steps to the process:
- Submitting scans of existing data passport page and proof of address for prescreening.
- Filling in and sending scans of a final version of the formal passport application form and all other required documents for final checking (please see List of Documents section below).
- Paying by wire transfer into the official Comoros government account the government fees and 50% of the processing fees to consultant 5 Stars Europe.
- Travelling to UAE (Dubai) for the enrollment procedure (includes signature and fingerprint scanning) in the Comoros Immigration Consulate. Submitting in person of the full application package.
- Obtaining approval letter received from the Comoros government within 1-2 months as well as a copy of the printed passport with the number blanked out. Upon approval, releasing of funds from the escrow account to the government.
- Paying the balance of the 50% processing fees to consultant 5 Stars
- Receiving your Comoros Passport and Certificate of Naturalization.
COSTS
The Comoros Program has the most reasonable fees among all of the existing citizenship by investment programs. There are three types of fees: government fees, processing fees and extra travelling costs (enrollment procedure whether in Hong Kong or in Geneva). The government fees are as follows:

- 8 passport photos
- Application form: original
- Passport: certified true copy
- National identity cards: certified true copy
- Birth certificate: original or certified true copy (less than 3 months)
- Medical certificate: original (less than 3 months)
- Marriage/Divorce certificate (if applicable): original or certified true copy (less than 3 months)
- Police certificate (for any applicant over 16 years old) for each country that you have resided for over 1 year in the past 10 years: original
- Proof of address: original
- Proof of source of funds: original.
The documents above shall be:
- translated in French or in English
- legalized or notarized (no need for apostilles).

For countries indicated with an asterisk * visa is required but is issued on arrival, various formalities may apply, typical requirements are photos, onward ticket, application in advance via internet etc.
For countries marked with + allow visa free entry to Comoros passport holders provided they hold a visa for either USA, Canada, UK or Schengen states. Consult individual embassies for detailed requirements.
Countries indicated with > allow visa-free entry subject to arriving from a country where they have no diplomatic representation.
Syria < allows visa-free entry to Comoran citizens provided place of birth in an Arabic country is shown in passport. Those born in non-Arabic countries will require a visa.
For other countries a visa is usually required. Typically proof of funds or solvency is required to qualify for a visa. The list of countries can change subject to each government’s policy.
